How to Choose a PR agency for Marketing agencies

By Aidan Sowa, CEO and Founder, Frontier Industries | October 2026

The cobbler proverb survives because workshops still neglect their own windows while polishing everybody else's. Your agency writes narratives for clients before breakfast, yet your name may not have appeared in a trade title since the last award dinner you paid to attend. Prospects notice the omission before they read a case study, because for a marketing firm the record is not decoration on the work. It is a sample of the work, submitted daily, marked by strangers. Hire as if your window display were a tender document, because it is one.

Key figures: 408,500 dollars, the average cost to a client of running one agency pitch (ANA and 4As, 2023). 18.5 billion dollars, the 2023 revenue of the world's largest agency company (Ad Age, 2024). 75 percent of major multinational advertisers reviewing their agency arrangements (World Federation of Advertisers, reported by AdNews).

I Speculum

For an agency, being unknown is not neutral, it reads as evidence

A prospect who cannot find you talked about anywhere sensible will assume clients reached the same conclusion earlier.

Ordinary companies can hide behind product photographs and distribution deals, letting reputation trail behind the goods. You enjoy no such shelter. The service you sell is the manufacture of attention and belief, so a thin public profile for your own shop functions like a restaurant with an empty dining room at eight in the evening. Nobody needs to taste the food to form a working theory.

That is the distinction your PR partner must grasp in the first conversation. You are not buying coverage to feed vanity, nor chasing mentions to decorate a credentials deck. You are maintaining the exhibit that buyers cross examine before they allow you near their brands. Ask each contender to critique your current visibility as if they were a hostile prospect researching you tonight: which stories surface, which rankings omit you, which rivals narrate your category while you stay silent.

Their answer will reveal whether they understand the mirror problem at all. An agency that proposes activity before diagnosing the reflection is selling motion. In your trade, the reflection is the merchandise, and merchandise left dusty reprices itself downward every quarter.

II Theatrum

Your category is judged in a theatre with published seating plans

Trade titles, league tables and award juries decide who looks established long before any pitch list is drawn up.

Understand the staging. A marketing director forming a shortlist rarely begins with a blank page; she begins with names already warmed by Ad Age reporting, by PRovoke Media rankings, by a panel appearance somebody senior half remembers. PRovoke Media (2024), in its Global PR Agency Rankings work, orders firms by fee income and growth, and those tables get quoted in boardrooms by people who will never read the methodology notes. The ranking is not fair, complete or kind to boutiques. It is, however, read.

R3 (2024), whose New Business League has tracked account moves since 2002 according to the 4As, recorded combined creative and media estimated win revenue of 653.5 million dollars across 322 wins for January to September 2024 in the United States league. New business journalism therefore has a scoreboard, and your absence from the scoreboard gets interpreted as a losing streak even in a year when you quietly retained everything.

Choose a partner who works this theatre deliberately. Programmes should be timed to ranking submissions, award calendars and the reporting cycle of account moves, not scattered across the year like confetti. In a scored theatre, timing is casting.

III Probatio

Put the pitch economics on the table before you discuss creativity

Reviews are so expensive for both sides that choosing a PR partner casually, on chemistry alone, is a financial decision dressed as a social one.

The ANA and the 4As (2023), in The Cost of the Pitch, put the average cost to a client of running an agency pitch at approximately 408,500 dollars, with incumbent agencies spending an average of 406,090 dollars to defend an account, figures reported by Marketing Dive in its coverage of the two bodies' later pitch principles. A three agency review can therefore consume upward of one million dollars in combined effort before a single campaign exists. Numbers like those explain why reputations formed in advance matter so much: the buyer wants the expensive process to confirm a judgment, not to create one from nothing.

Apply the same arithmetic to your own selection. A retained PR firm that shortens your route onto serious shortlists is not a communications luxury; it is insurance against repeatedly funding speculative pitch theatre with senior hours. Ask contenders how their programme would change your position before the next review in your category opens, and require dates, target publications and named ranking deadlines in the answer.

Chemistry wilts under procurement questioning. Arithmetic tends to survive it.

IV Damnum

Rosters are being rebuilt around you, and silence does not hold your seat

Clients are auditing their agency lineups with unusual restlessness, which means yesterday's incumbency protects nobody whose name has gone quiet.

AdNews, reporting research by the World Federation of Advertisers and The Observatory International, found that nearly three quarters, 75 percent, of major multinational brands were reviewing their current agency arrangements, and that clients rated their existing roster set up at just 5.7 out of 10 for fitness of purpose. Read that as a market wide instruction to rejustify every seat at the table. A PR partner earns its fee in such a climate by making your rejustification effortless: current proof, current rankings presence, current commentary on the issues your clients are being asked about by their own boards.

The counterweight in the same reporting deserves your attention too. AdNews noted that 82 percent of advertisers do not foresee a world without agencies, so the threat is not abolition but substitution. Somebody hungrier is being read about in the titles your prospects trust, and substitution decisions get made on available evidence.

Loyalty in this business is a subscription renewed by evidence. Stop publishing evidence and the renewal letter goes to a rival address.

V Genus

Buy the PR shape that corrects your specific invisibility, not the shape in fashion

A holding company sibling, a trade specialist and a senior independent each repair a different kind of obscurity, and each creates a fresh problem while repairing it.

Agency typeWhat it gives a marketing agencyWhat it quietly takes awayBest fit when
PR arm inside a holding companyInstant scale story, shared research desks and a familiar name for global prospectsFreedom to criticise group strategy, and priority when a bigger sibling wants the same headlineYour buyers are global networks that purchase through formal rosters
Marketing trade specialistFluency in award cycles, ranking submissions and the reporters who cover agencies themselvesReach beyond the trade bubble into client sector mediaYour pipeline depends on peer reputation and new business press
Senior independent consultancyDirect access to the person whose judgment you actually hiredCover during illness, pitches and holiday gapsYou want counsel and writing from one accountable mind
Project based collectiveBursts of senior talent around a launch, merger or repositioningContinuity of relationships with editors between burstsYour need is episodic and tied to dated announcements

Ad Age (2024), in its Agency Report ranking of the world's biggest agency companies, placed WPP first with 18.5 billion dollars in revenue in 2023, a scale marker that explains why group affiliation reassures some buyers and alarms others who fear becoming a small account in a big building. Neither reaction is irrational. Your task is to work out which reassurance your target clients are shopping for, then buy the PR shape that supplies the matching signal.

Prestige borrowed from a parent is still borrowed. The interest is charged in obedience, so read the repayment terms before you enjoy the loan.

VI Ordo

Rankings are a distribution channel, and you should manage them like one

A league table entry reaches prospects at the exact moment they are comparing suppliers, which is more than most advertising can promise you.

Treat each credible ranking as inventory with a closing date. PRovoke Media agency rankings, Ad Age listings and the R3 new business tables all run on submission discipline, verified figures and somebody inside the firm who owns the calendar. The PR partner you want will ask uncomfortable questions early: are your fee figures ready to disclose, which wins can be reported, which retentions count as news, and who signs off the entry before the deadline rather than after it.

There is craft in the framing as well. A mid sized agency cannot outspend a network, but it can out specify one, entering the categories where its record is genuinely strongest instead of scattering entries across every list that sends an invoice. The industry resources collection is a useful model of that discipline applied to content, with each guide aimed at one buying audience rather than at everybody with a browser.

Rankings reward the organised as much as the excellent. Build the submission habit into your retainer and the tables start working as unpaid media, renewing themselves annually while you sleep.

VII Arcanum

Your best proof is often contractually unnameable, so hire for discretion engineering

Client confidentiality and group politics will gag your strongest stories unless your PR partner designs around the gag from the start.

Many marketing agencies live under a double lock. Clients forbid being named in your publicity, sometimes in writing and sometimes by raised eyebrow, while a holding company parent, if you sit inside one, imposes its own clearance habits on announcements, commentary and award entries. The result is a firm with a full trophy cabinet it cannot photograph and a client list it can only gesture toward at dinner.

A capable PR partner treats those locks as design constraints rather than excuses. Aggregated results with client permission, sector level commentary that reveals no confidences, methodology essays that prove thinking without naming the account, and award entries negotiated early with the client marketing lead all belong in the toolkit. So does a conflict register: if your PR firm also serves a direct rival shop, you need to know before your launch story lands on the same desk as theirs.

Discretion, handled well, becomes its own credential. Prospects who also guard secrets will recognise the craftsmanship, because they are watching how carefully you hold other people's names before trusting you with theirs.

VIII Occasio

The effectiveness turn gives smaller agencies a fairer contest to enter

Buyers and juries increasingly ask whether the work worked, and that question levels ground that pure showmanship used to own.

Creative Salon (2024), writing about the acquisition of the Effie Awards by Ascential, the owner of Cannes Lions, reported that Cannes Lions received 26,753 entries in 2024 and that entries in effectiveness categories were climbing, with the IPA Effectiveness Awards reaching a 32 year high of 79 case studies that year. Follow the implication for your own publicity. A small agency with one rigorously evidenced campaign can now compete in a conversation that once belonged to whoever staged the loudest stunt.

Your PR partner should therefore be part editor, part evidence clerk. Cision (2024), summarised by ExpertFile from the State of the Media report, found journalists placing topical relevance and access to credible experts and data at the top of what they want from PR teams, which suits a boutique willing to publish its numbers and field its principals for interviews. ICCO, in its World PR Report summarised by Mynewsdesk, reported that 96 percent of global PR organisations expected to grow over the following five years despite 42 percent of leaders ranking clients unwilling to commit sufficient funds among their top challenges, so optimism is common and proof is the scarcer currency.

Evidence is the one currency a small firm can mint at home. Mint it weekly and the market starts accepting your notes.

IX Consilium

Test finalists on your own shop, live, before you hand them your name

The fairest audition for an agency that will promote you is to make it promote you, briefly, under observation.

Set a contained trial: one ranking submission, one trade commentary pitch and one evidence led story drawn from work you are allowed to discuss. Study how the exercise is run against the standard set out in the public relations services description, and compare notes with the companion advice written for firms that place people for a living, the staffing companies guide to choosing a PR agency, because the contrast clarifies what is unique about your mirror problem. Muck Rack (2024), in its State of PR Measurement report, found that 86 percent of PR professionals call measurement very or extremely important, yet the metrics most tracked remain stories placed at 85 percent and reach at 76 percent, so insist your trial is judged on shortlist relevant outcomes rather than tonnage.

CriterionQuestion to put to the finalistStrong answer sounds likeScore out of 5
Mirror diagnosisWhat does our current public record say about us to a prospect tonight?Specific gaps named, with rival comparisons and dated examples
Trade theatre fluencyWhich ranking and award deadlines govern our next two quarters?A calendar with owners, fees and submission requirements attached
Evidence handlingHow would you publicise a result whose client cannot be named?Anonymised aggregation and permission routes planned in advance
Conflict hygieneWhich competing agencies do you serve, and how are the walls built?A clear register and a separation method you can inspect
New business linkageHow will coverage connect to our pipeline rather than our scrapbook?Reporting tied to shortlist invitations and pitch quality, not clippings alone
Commercial candourHow do you charge, and what happens to fees when AI shortens production time?A model that reflects the shift toward output based pay among big brands

That last criterion has data behind it. The World Federation of Advertisers (2026), with Agency Mania Solutions, reported labour based pay falling from 54 percent of multinationals in 2011 to fewer than one in five using it as their standard model, so a firm still selling you only hours is selling you yesterday's contract. Score hard, share the totals, and let the loser hear exactly where the marks went.

Frequently asked questions

Why does a marketing agency need outside PR at all? Because self promotion done internally collapses whenever client work surges, which is precisely when your market is watching. An outside partner keeps the ranking calendar, the commentary pipeline and the evidence file moving during the months your own team is buried in delivery.

Which matters more for an agency, awards or rankings? Rankings shape shortlists because buyers consult them while comparing suppliers, whereas awards shape morale and pitch theatre. Fund rankings first if the budget forces a choice, then enter awards selectively where your evidence is strongest rather than wherever the entry form is shortest.

How should you handle publicity when clients cannot be named? Build the story around method, sector and aggregated outcomes, negotiated with the client before the campaign ends rather than after the trophy arrives. A permission conversation held at kickoff succeeds far more often than a pleading email sent at submission deadline.

Does sitting inside a holding company change the PR brief? Yes, because clearance routes lengthen and group narratives compete with your own positioning. Your PR partner needs a written map of what can be announced locally, what needs group approval and which stories the parent would rather you never tell.

What should agency PR reporting actually show? Insist on measures tied to buying behaviour: ranking positions gained, shortlist invitations received, pitch conversion before and after coverage, and the quality of commentary placements. Clipping counts and reach figures can sit in an appendix for anybody who still enjoys them.

How long before agency PR affects new business? Expect ranking and commentary work to register within two award cycles, with pipeline effects usually visible after six to nine months of consistent presence. Anybody promising a transformed pipeline by next quarter is selling you a calendar they have not read.

When is a project engagement better than a retainer? Choose a project when the story is dated and singular, such as a merger, a rebrand or a founder succession. Choose a retainer when the problem is continuous invisibility, because continuity is the product and a project buys you a single loud week.

How this guide was built

The argument above rests on published research from advertiser, agency and media bodies, each named beside the figure it supports, reviewed at the time of writing. Treat the numbers as dated instruments rather than permanent law: pitch cost research reflects the reviews its authors surveyed, ranking tables reflect the firms that chose to submit figures, and roster studies reflect the large advertisers who answered. This guide offers no survey of its own and repeats no agency supplied growth claim without a published source behind it. One gap deserves honesty. Reliable published data on what marketing agencies specifically pay for PR, as distinct from what their clients pay for reviews, could not be verified in the sources consulted, so this guide discusses selection economics through pitch costs and remuneration models instead of inventing a going rate.
