How to Choose a PR agency for Credit unions

By Aidan Sowa, CEO and Founder, Frontier Industries | October 2026

A credit union is the only financial institution whose customers are legally its owners, a fact most credit unions state in their annual report and then forget to use. The cooperative structure was invented in the nineteenth century so that mill workers and farmers could borrow from their own pooled savings when banks would not lend to them at all. That origin produced the most credible founding story in American finance, and the industry is at risk of mislaying it. NCUA reported that while membership grew in the aggregate over the year to the fourth quarter of 2025, membership declined 0.5 percent at the median credit union. Growth is concentrating at the top of the industry while the typical institution quietly shrinks. This guide, built on regulator data and trust research, is about choosing the agency that helps a credit union be believed by the community it already owns.

I Discrimen

A member-owned institution and a trusted institution are related, not identical

Standfirst: Ownership is a legal fact in your charter. Trust is a feeling in your town, and it must be re-earned at a rate the charter cannot set.

Credit unions begin every reputation discussion with an unfair advantage and a hidden trap. The advantage: people helping people is not a slogan invented by an agency, it is the documented reason the movement exists, and members genuinely own the place. The trap: leadership assumes the structure speaks for itself, so the institution underinvests in explaining it, while banks with no such story spend heavily teaching the town what they stand for. A member who cannot articulate why her credit union is different experiences it as a small bank with shorter hours.

The Edelman Trust Barometer 2025 found banking the most trusted subsector in financial services, with trust up 15 points since 2015, inside a sector that reached 64 percent globally. The lesson is uncomfortable and useful: the category trust recovery was led by the institutions that communicated hardest through the recovery, not by those with the purest structures. Trust follows explanation. Ownership merely gives you something true to explain.

An agency for a credit union is hired to close exactly that gap, between the most explainable structure in finance and an explanation most members never hear.

II Machina

Credit union growth is a field of membership machine, and reputation decides who it reaches

Standfirst: Your charter defines who may join. Your reputation decides who bothers, and who their employer, church, and family send next.

Run the mechanics honestly. A credit union grows when eligible people choose it over a bank app they already have, for a reason they can state. The chooser usually arrives through a select employee group, a community institution, a family member, or a moment of bank frustration. Each path runs on reputation of a specific kind: the human resources director who must be able to describe the benefit safely, the pastor or coach whose recommendation carries personal risk, the parent whose adult child asks where to open a first account.

Communications maintains every one of those pathways. Employer-facing material that makes the credit union easy to offer. Community presence that keeps the name warm between needs. Financial education that reaches members before a payday lender does. The institution that treats these as separate marketing chores misses that they are one machine with one fuel, the town belief that this place treats people fairly and will be here.

Choose an agency that maps your field of membership as a set of trust networks, with names and gatekeepers, rather than as a demographic radius around your branches. The map is the strategy.

III Exemplum

The median institution is shrinking inside a growing movement, and visibility is the dividing habit

Standfirst: NCUA data describes an industry splitting in two. The split is not explained by rates, because the shrinking half often has the better ones.

The regulator numbers reward a careful read. Across the year ending in the fourth quarter of 2025, NCUA reported assets up 3.3 percent at the median and the median loan-to-share ratio at 70 percent, while membership at the median fell 0.5 percent even as total membership grew, and 88 percent of federally insured credit unions posted positive net income. By the second quarter of 2026, NCUA reported the pattern continuing: median membership down 0.6 percent, with 56 percent of institutions smaller in membership than a year earlier, and the declining institutions again tending to be small, over half under 50 million dollars in assets in the earlier report.

So the typical institution is solvent, lending, and slowly losing the people it exists for. That combination points away from product failure and toward presence failure: members aging without replacement, eligible households unaware, community standing quietly inherited by banks and fintech applications with larger communication budgets. The institutions bucking the trend behave visibly differently, embedding in employer and community life, teaching in public, and treating every sponsorship as membership work rather than logo placement.

In your agency interviews, put this NCUA pattern on the table and ask what the candidate would do about it in your specific field of membership. The quality of the local answer is the selection.

IV Damnum

Losing members slowly costs more than losing them loudly, because nobody calls a meeting about it

Standfirst: A bank run makes the news. A two percent annual membership bleed makes the merger announcement, five years later.

Price the slow failure. Each unreplaced member takes a deposit relationship, a future auto loan, a mortgage conversation, and the referrals of a household. Compounded across a decade, the institution crosses the thresholds where independence stops being viable: too small to fund technology expectations, too small to absorb compliance costs, too small to keep talent. The industry consolidation NCUA documents year after year, a shrinking count of federally insured institutions, is mostly this arithmetic completing itself, one quiet credit union at a time.

The reputational dimension of a forced merger deserves plain speech. Members experience a merger as a verdict on the institution they owned, and how it is explained, early, honestly, with member interests centred, decides whether the combined institution inherits trust or resentment. Agencies without cooperative fluency write merger communications that read like bank acquisition releases, and members can hear the difference in the first paragraph.

A retainer that funds genuine community presence is cheap against the alternative, which is paying investment bankers and lawyers to explain a disappearance.

V Genus

The agency choices for credit unions divide on cooperative fluency, not creative talent

Standfirst: Plenty of firms can make a nice campaign. Few understand why your board is elected and your surplus has no shareholders.

Agency typeGenuine strengthCooperative blind spotBest fit
Credit union specialist agencyMovement vocabulary, league and association channels, SEG mechanicsSometimes insular, light on challenger thinkingThe core account for most institutions
Community bank and regional PR firmLocal media depth, employer and civic networksMay treat member ownership as a tagline rather than a governance factCommunity chartered institutions in defined markets
Financial education and content studioClassroom and digital education programmes members actually useLimited crisis and merger capabilityThe education engine inside a wider programme
Generalist agencyScale, design, media buyingLearns the cooperative model at your members expenseNational associations and very large institutions only

Test fluency with vocabulary that matters: field of membership, select employee group, member business lending cap, the difference between a member vote and a shareholder vote, why capital ratios read differently without stockholders. An agency does not need to arrive expert in all of it. It needs to arrive knowing the questions exist and respecting that your compliance and supervisory environment, NCUA examinations included, governs what can be promised.

The neighbouring guide in this slice, on choosing a PR agency for mortgage lenders, covers the lending experience your members judge most harshly, and the two programmes should be designed to reinforce each other.

VI Segmenta

Members, employers, and the unbanked neighbour need three different invitations

Standfirst: One audience owns you already. One controls your best channel. One has never been asked properly. Segment the welcome.

Existing members need reasons to deepen, not discounts to notice you. The communication that works is usefulness and belonging: education that respects their intelligence, honest explanation when rates or fees change, and visible reinvestment in the community the charter names. Members who understand the model become its salesforce, which in a cooperative is not a metaphor.

Select employee groups are a channel with a gatekeeper, and the gatekeeper is a benefits manager who must justify the offering internally. She needs materials that make the credit union legible as an employee benefit, service proof, eligibility clarity, and a partner who shows up at enrolment with humans. Agencies that have never sold through an HR department underestimate this audience completely.

The third segment is the eligible non-member in your community field, often younger, often banking with an application, often unaware the credit union is open to her. The CFA Institute research on younger investors found trust increasingly judged on functional evidence, transparency, credentials, and digital ease. That is the standard your invitation is graded against, whatever your intentions.

VII Occasio

The open ground is financial education, the founding mission nobody else can claim credibly

Standfirst: Banks teach budgeting as content marketing. A credit union teaching it is simply doing the job it was chartered for, and the town can tell the difference.

Every community contains the same unmet demand: households making expensive decisions about debt, credit scores, first homes, and fraud, with instruction supplied mostly by whoever profits from the decision. The credit union that teaches in public, in schools, workplaces, libraries, and short digital formats, occupies a position competitors cannot copy without looking like imitators, because the cooperative charter makes the motive believable. Education is the one form of promotion in finance that increases trust in the promoter by being useful.

J.D. Power research in the adjacent mortgage market showed the mechanism: borrowers whose lender explained clearly rated trust dramatically higher and returned at multiples of the rate of the unexplained. Explanation is loyalty infrastructure. For a credit union it is also mission delivery, which means the board can fund it without the usual argument about marketing.

Set the agency an education brief in selection: a twelve month curriculum for one real audience in your field, with the success measure stated in member outcomes rather than impressions. The resources library behind this guide models the standard, sourced explanations written to be checked, and it is the bar to hold samples against.

VIII Aequitas

A small credit union can be the most trusted financial voice in its county while national banks are merely present in it

Standfirst: The app is everywhere and belongs nowhere. Your institution belongs to the place, and belonging, organised, beats budget.

A national bank communicates with a community from outside it. A credit union communicates from inside, staffed by neighbours, governed by an elected local board, lending to people its officers will meet at the grocery store. That embeddedness produces a trust density no media buy replicates, provided the institution works it deliberately: presence at the moments communities gather, officers known by name in local media, education in the schools its members children attend, and crisis communication that sounds like it comes from the town, because it does.

The agency role is to systematise the belonging so it survives staff changes and busy quarters: a calendar tied to community life, spokespeople prepared, stories of member outcomes gathered with permission and told with restraint. What the small institution must never buy is a national bank imitation programme, polished, generic, placeless, because imitation spends the one asset that made it different.

Ask candidates to describe your community back to you before they describe their capabilities. The order of those two presentations is diagnostic.

IX Consilium

Score for cooperative fluency, field of membership craft, and education quality

Standfirst: This scorecard assumes a typical institution, limited staff, elected board, and a community that must be able to repeat your story accurately.

Measurement honesty10Membership and depth metrics, not impressionsPromises of viral reach in a membership business

Two final filters. Bring your board chair into the last interview and watch the agency handle governance questions; the firm will eventually brief that board in a hard moment, and the chemistry should be tested before the moment arrives. And require the agency to write its own one paragraph description of your credit union for member audiences, live in the process. If it cannot say what you are, it cannot teach a town what you are.

The practice behind this series publishes its working standards in the public relations services overview and introduces its people on the industries team page. Compare any finalist against that candour before you compare price.

Frequently asked questions

We are small. Can we justify an agency at all?

Justify it against the merger alternative rather than against zero. The relevant comparison is the cost of a focused programme in community presence and education against the trajectory NCUA data describes for small institutions that go quiet. Many small credit unions buy a fractional or project arrangement instead of a retainer, education curriculum first, and that sequencing is honest.

How do we reach younger members without alienating older ones?

By adding channels rather than moving them, and by framing new services as the mission continuing rather than the institution changing. Younger prospects judge transparency and digital ease, older members judge continuity and personal recognition. A sound programme runs both registers explicitly, and measures each, instead of blending them into a voice nobody recognises.

What should we say when we raise a fee or change a rate?

Say it early, say why in one honest sentence, say what members can do about it, and have branch and call centre staff briefed before the letter arrives. Members forgive arithmetic. They do not forgive surprises from an institution they own, because ownership converts a surprise into a discourtesy.

How should merger communication be handled if it comes?

Members first, before staff rumour and long before press, with the member interest case stated plainly, the vote mechanics explained, and the local identity commitments specified in writing. The acquiring partner strengths should be presented as additions to the cooperative, not as a rescue narrative, unless rescue is honestly the fact.

Can education really be measured?

Yes, at the level that matters: attendance and completion, member confidence surveyed before and after, product adoption among participants, and referral behaviour over time. It will never attribute as cleanly as a rate promotion, which is precisely why disciplined boards track the trend rather than demanding a weekly return figure the programme was never built to produce.

What is the agency role in a fraud or data incident?

Speed with accuracy, inside NCUA notification expectations and counsel direction: members told what happened, what it means for them, and what to do, in language a frightened person can act on. Rehearse the first statement before you need it. In a member-owned institution, candour in the bad week is the entire brand, demonstrated once.

How this guide was built

The industry data comes from NCUA Quarterly U.S. Map Review releases for the fourth quarter of 2025 and the second quarter of 2026, covering median membership movement, asset and lending patterns, and net income prevalence. Trust framing draws on the Edelman Trust Barometer 2025 financial services findings and CFA Institute research on trust and younger investors. The limitation is that regulator data describes balance sheets and membership counts, not communication quality, so the connection drawn between presence and membership outcomes is an inference from the pattern, small institutions shrinking while solvent, rather than a measured effect. The inference is labelled as such so your board can weigh it honestly.

X Incipe

Be as well explained as you are well intentioned

Standfirst: Your members own an institution most of them could not describe. Closing that gap is the highest returning work available to you, and it starts with who helps you tell it.

Frontier Industries advises member-owned and community financial institutions on presence, education, and trust communication built to survive regulator and member scrutiny alike. If your credit union is solvent, lending, and quietly shrinking, that pattern is the brief. Start with a conversation about your field of membership and the story your town currently tells about you.
