Banking began as a bench in a market square, where trust was a face you could find again tomorrow. The bench is now an app, a call centre and a regulator reading your press releases into a hearing record, but the product is unchanged: other people money, held on confidence. In 2024 trust in financial services reached 62 percent globally, entering the trusted category for the first time since the financial crisis (Edelman, 2024). This guide shows how a bank hires the agency that protects that confidence.
| Number | What it measures |
|---|---|
| 62 percent | Global trust in financial services in 2024, the highest since 2012, Edelman |
| 12 points | Rise in trust in banks over ten years, Edelman 2024 |
| Below 50 percent | Trust in financial services across most G7 countries, Edelman 2024 |
I Fiducia
Deposits are not bought with advertising, and confidence is not a campaign
The distinction at the centre of bank communications: marketing rents attention, but confidence is granted by third parties, regulators, community leaders, local press and your own employees, and it is withdrawn in hours. A bank PR agency is therefore not a publicity vendor. It is the firm that manages your standing with the audiences who can start, or stop, a run: depositors reading headlines, examiners reading statements, and journalists deciding whether your reassurance is credible enough to quote.
This changes the hiring question completely. You are not asking who can announce your new product. You are asking who can write the statement that runs on the worst evening of the decade, in language that satisfies counsel, calms a depositor and survives a congressional hearing six months later. Draft for the hearing and the headline usually takes care of itself.
The wider series in the resources library applies the same confidence logic across financial services, from credit unions to payment companies.
A bank does not have customers who can wait. It has creditors who happen to bank with it.
II Machina
The machine is supervision, disclosure rules and a trade press that reads footnotes
Three mechanisms allocate reputation in banking. The first is supervision: the OCC, the Federal Reserve, the FDIC and state regulators examine, rate and occasionally speak in public, and your communications operate inside their vocabulary whether you like it or not. The second is disclosure law and practice: earnings, material events, merger applications and fair lending obligations each carry rules about what may be said, when, and by whom. The third is the specialist press: American Banker and its peers, local business journals in your footprint, and the community media where your branches are civic institutions.
Layered over all three is the confidence dynamic this industry alone cannot escape: sentiment is a balance sheet input. Edelman found banks are the most trusted subsector in financial services, up four points in a year and twelve over a decade (Edelman, 2024). That trust is an asset your agency either compounds or spends, and it is unevenly held: trust in financial services sits below 50 percent in most G7 countries, including 41 percent in Germany and Spain and 49 percent in the United Kingdom (Edelman, 2024). The same announcement is read through different reserves of goodwill on different sides of a border.
An agency without regulatory fluency will eventually write you a sentence that costs more than the campaign it came from.
In banking, every sentence is drafted for three readers: the customer, the journalist and the examiner.
III Exemplum
The community bank that treated its merger like a civic event
Picture a composite regional bank announcing an acquisition of a smaller rival: two overlapping footprints, anxious employees on both sides, a regulator approval process ahead and local press that covered both institutions for decades. Its first communications instinct, drafted by a generalist agency, was a growth story for investors: synergies, scale, opportunity. In the towns where the acquired bank branches were the main street anchor, that story read as a closure notice, and the comment sections did the rest.
A financial services specialist rewrote the sequence. Branch level commitments came first, in specific sentences about which locations and staff were staying. Community leaders were briefed before the release moved. The investor story ran second, in the financial press, with the civic record already established as evidence. Approval proceeded without a public fight, and deposit retention through conversion beat the board planning case.
The mechanics are mundane and decisive: audience order, sentence order, evidence order. Edelman research notes financial services employees are among the most trusting of their own employers, and the 2024 work makes the internal audience a strategic asset (Edelman, 2024). The specialist firm briefed staff as a primary channel, not as an afterthought to be managed.
Announce to the street you serve before you announce to the street that trades you.
IV Damnum
The failure modes are a run, a consent order headline and a fair lending story, and none of them wait
Price what a weak agency costs a bank. The first failure is speed: modern deposit flight moves at social media pace, and the difference between a statement in hour one and hour six is measured in basis points of your funding. The second failure is language: a careless sentence about lending, fees or a merger can become an enforcement exhibit, a fair lending story or an advertising challenge that outlives everyone who wrote it. The third failure is silence in the wrong register: community banks live on local standing, and a national style non response during a local crisis, a branch closure, a fraud affecting account holders, reads as contempt.
There is a quieter chronic cost as well. Banks compete for deposits against national platforms with immense marketing gravity. A bank whose story is rates and an app icon competes on the platforms terms and loses slowly. The community, employer and small business narrative is the one defensible asset a local institution owns, and neglecting it is a strategy, just not yours.
Notice what is absent from this list: nobody loses a bank over a weak product launch. The losses are fiduciary and civic, which is why the hiring standard must be fiduciary and civic too.
In most industries a bad week costs revenue. In this one it can cost the raw material.
V Genus
Species in this market divide on one line: have they ever sat beside counsel in a crisis
| Agency type | Strength for banks | Where it breaks | Best fit |
|---|---|---|---|
| Financial services specialist firm | Regulator vocabulary, trade press trust, crisis drafting | Premium pricing, careful pace | Banks of almost any size with real exposure |
| Bank focused regional boutique | Footprint media, community fluency, merger craft | Thin national and capital markets bench | Community and regional banks |
| Global network financial practice | Scale for transactions, multi jurisdiction coordination | Your crisis queues behind larger clients | Money centre and large regional banks |
| Corporate and public affairs firm | Legislative and regulatory narrative | Product and community thinness | Banks with heavy policy calendars |
| General consumer agency | Brand campaigns, sponsorship noise | Dangerous anywhere near a statement | Rate promotions, and even then with supervision |
The test is a drafting exercise under supervision conditions. Give finalists a scenario, a rumour of losses, a journalist calling in ninety minutes, counsel in the room, and grade the statement they produce: what it says, what it refuses to speculate on, and whether a depositor reading it at midnight feels steadier. Specialists have written this paragraph before. You will be able to tell within three sentences.
Second test: ask who has handled a regulatory announcement, an enforcement action response, a merger approval campaign or a fraud notification. The specific experience matters less than the existence of the muscle. This is the only industry in this series where the agency interview should include your general counsel as an interviewer.
Hire the firm you would want holding the pen at midnight.
VI Regio
Juries: the depositor, the examiner, the local editor and the small business borrower
Segment by who can act on your story. The depositor acts fastest and reads the least: headlines, app notifications and the opinion of one trusted local voice. The examiner acts slowest and reads everything, including the gap between your marketing adjectives and your call report reality. The local editor acts as amplifier and archive, deciding which version of your merger, closure or expansion the town remembers. The small business borrower acts as your distribution, repeating your reputation in every chamber of commerce room in the footprint.
A fifth jury is internal, and Edelman data makes it strategic: financial services employees register among the highest trust in their own employers (Edelman, 2024). In a branch business, employees are the media channel customers believe most. An agency that writes internal communications as seriously as external ones is not being thorough; it is being correct about where bank credibility is manufactured.
Geography in banking is not a targeting detail, it is the business. Community Reinvestment Act obligations, assessment areas and local political economies mean your reputation has a map, and the agency map should match yours branch by branch, which is an argument the credit union guide in this series makes from the cooperative side as well.
Five juries, one footprint, and the fastest one reads only headlines.
VII Occasio
The opening is the trust surplus banks hold over the rest of finance, spent locally
Openings in bank PR are more generous than the industry mood suggests. Banks lead financial services trust, ahead of insurers, asset managers and far ahead of cryptocurrency, the only subsector Edelman measures in outright distrust (Edelman, 2024). That relative surplus is spendable: on small business authority, on financial education the community actually attends, on being the institution that explains a rate decision or a local development in plain sentences before anyone asks.
The second opening is expertise publishing. In Muck Rack survey data, original data ranks first among pitch assets, the thing 40 percent of journalists say they value above all else (Muck Rack, 2024). A bank sits on proprietary local economic data no national outlet can replicate: lending volumes by sector, deposit behaviour, small business formation in your footprint. Published as a quarterly local index, it makes your economists the citation source for every regional story and your bank the narrator of its own market.
The third opening is succession and story. Community banking faces generational leadership change and consolidation pressure simultaneously; the institutions that narrate their continuity deliberately, leadership, ownership, mission, keep the civic premium that acquirers pay for and customers stay for.
Spend the trust surplus on being understood, or watch it depreciate like any idle asset.
VIII Structura
Structure here means clearance chains, pre drafted statements and a rota that includes counsel
In banking the structure test is procedural, and it is not close. A prepared firm maintains a library of pre drafted, pre cleared statements for the known scenarios: outage, fraud affecting customers, executive transition, regulatory action, data incident, branch incident, each with blanks for facts rather than arguments about adjectives. It runs a crisis rota where agency, communications lead and counsel hold defined roles and a one hour clock. And it keeps a substantiation file for every public claim about rates, fees and community investment, because those claims live under advertising and fair lending scrutiny.
Ask to see the system, redacted from another client, in the selection meeting. Firms that have it produce structure on request. Firms that do not produce assurances, and assurances are what failed banks had in quantity.
Scale has a genuine use in this sector: simultaneous stakeholder fronts during a major transaction or a crisis with national media, multiple regulators and a market open in three hours. Large banks should pay for that capacity knowingly. Community and regional banks usually need the boutique version of the same discipline, with the same artefacts and deeper local knowledge.
The runbook is the reputation, written in advance.

Questions bank boards and communications leads ask us
How fast must a bank be able to publish in a confidence event?
Inside the first news cycle of the rumour, with a holding statement pre cleared in peacetime. Build the library before you need it; drafting from zero with counsel on a call is how banks lose the hour that decides the week.
Should the chief executive front every announcement?
No. Match the voice to the jury: the chief executive for strategy and community commitment, the CFO for financial detail, the chief banking officer for customer impact. Edelman trust research consistently places technical experts ahead of executives as spokespeople, and banking has its own version of that hierarchy.
How do we communicate a merger without alarming depositors?
Lead with continuity specifics, branches, staff, accounts, in the affected towns, before the growth narrative, and brief employees and community leaders ahead of the release. The sequence in the example section of this guide is the template.
What can an agency say about our financial strength?
Only what your disclosures and filings support, in the vocabulary your regulators use. A good agency will sometimes narrow your favourite sentence, and that narrowing is the fee earning moment, not an inconvenience.
How do we handle local press when national news is bad for the sector?
Localise with your own data and your own record, quickly and specifically. Community trust is held locally even when sector trust dips nationally, and the local editor is your fastest route to the depositors who matter.
What belongs in monthly reporting?
Standing movement with the juries: trade coverage quality, community narrative share, issues resolved before publication, readiness status of the statement library. Clip volume is the least useful number a bank can buy.
How does bank PR differ from fintech PR?
Fintech sells adoption; banks hold confidence under supervision. The fintech guide in this series weights growth craft higher; here, clearance discipline and examiner fluency carry the scorecard, because your downside scenarios are older and heavier.
XI Notae
How this guide was built, and its limits
Trust figures are from the 2024 Edelman Trust Barometer supplemental report on financial services, published by Edelman Smithfield in May 2024, named at each use. Journalist preference data is from Muck Rack research of 2024. Regulatory structures are described at the level of the published United States framework, the OCC, Federal Reserve, FDIC and state supervision, and fair lending and disclosure practice in general terms.
Limits, plainly: trust percentages are global survey averages and vary sharply by country, as the G7 figures in the text show; read your own market data before weighting them. This guide is communications counsel, not legal advice, and every statement protocol it recommends should be built with your counsel and reviewed against your regulators expectations. Sector conditions at the time of writing will have moved; the selection tests are designed to stay valid after the numbers change.
XII Incipe
If the pen must be steady at midnight, choose who holds it in daylight
Frontier Industries runs bank work with the structures this guide tests: pre cleared statement libraries, counsel inside the drafting process, footprint first sequencing and a claims file behind every public number. If that standard matches your risk, start on the engagement page or call 401-219-4207. Bring your last difficult statement; we will show you how we would have drafted it.
